First, the creation of a Truth and Reconciliation Commission to address clerical sexual abuse of children, youth and vulnerable adults;

Second, the TRC shall be led by laity, consistent with the principles of Vatican II, with full access to church records. This Commission shall possess the authority to govern a victim-centered TRC process;

Third, the TRC shall establish a permanent shared authority role for the lay persons to participate fully in the governance and life of the church; and

Fourth, the harmful culture of clericalism and the restricted role of women in the church have causally contributed to the failure to prevent and take full responsibility for clerical sexual abuse of children, youth and vulnerable adults. A vigorous and inclusive TRC process is the best means to identify, reveal and address other causalities and contributing factors that have led to sexual and other forms of abuse in the Roman Catholic Church.
